The single most common reason Italian study abroad applications are delayed is not a rejected admission. It is a document sequence that was prepared in the wrong order.
Most Indian families learn about HRD attestation, MEA apostille, and sworn Italian translation from consultancies or from WhatsApp groups. The information is correct in parts. The sequence is almost always wrong — and the sequence is everything.
The cardinal rule nobody states clearly: You cannot start HRD attestation until you have received your official admission offer letter from an Italian university. Not a conditional offer. Not a pre-enrolment acknowledgement. The final offer letter. Everything flows from that document.
Why sequence matters
HRD attestation requires your original educational certificates — degree certificates, mark sheets, and transcripts. MEA apostille requires the HRD-attested copies. Sworn Italian translation requires the apostilled copies. Each step depends on the previous one being complete.
Families who start HRD attestation before receiving an offer letter waste time and sometimes money, because some state HRD offices reject applications that are not linked to a specific admission. More critically, families who begin translation before apostille receive useless documents — translated copies of unapostilled originals are rejected by Italian consulates.

Your degree certificates and mark sheets go to your state's Higher Education Department (HRD). Each Indian state has its own process, timeline, and fee. Maharashtra takes 7–10 days. Uttar Pradesh takes 15–25 days. Bihar can take 30 days or longer. Do not underestimate this timeline.

MEA apostille
After HRD attestation, the same documents go to the Ministry of External Affairs in New Delhi or your nearest MEA branch (Mumbai, Chennai, Kolkata, Hyderabad). MEA adds the apostille sticker — the internationally recognised authentication. Typically 3–7 working days. Urgent same-day processing is available at additional cost.

Sworn Italian translation
After apostille, your documents go to a sworn Italian translator (traduttore giurato). The translation must be sworn — not a general translation service. Sworn translators certify their translations before an Italian court or a notary. Typically 5–10 days depending on volume.

The name mismatch problem
One issue that derails more applications than it should: name spelling inconsistencies between documents. Your passport spells your name one way. Your degree certificate spells it differently. Your mark sheets have a third variation.
Italian consulates are strict about name consistency. A mismatch between your passport name and your academic documents requires an additional document called a One and the Same Name affidavit — a sworn statement from a notary or magistrate in India confirming that all name variations refer to the same person.
Check your name spelling across all documents before you begin the attestation process. Catching it now takes one day. Catching it at the consulate costs you weeks.
State-specific HRD notes
HRD attestation is state-government administered — which means every state is different. Key variations to know:
- Some states (Maharashtra, Karnataka) have online portals for HRD attestation applications
- Some states require original documents to be submitted in person
- Private university degrees in some states require university verification before HRD will attest
- Gap year documentation — if you graduated more than 3 years ago, some HRD offices require a self-declaration or notarised affidavit
The non-India student note: If you completed your undergraduate degree outside India — Bangladesh, Nigeria, Sri Lanka, Nepal — the document chain is different. HRD attestation does not apply. You need equivalent government authentication from your home country, followed by MEA or the nearest Indian mission apostille. This is a specialist area. Get specific guidance before proceeding.
Timeline planning
The full document preparation process — from offer letter to documents ready for the visa application — typically takes 6 to 10 weeks for most Indian states. For Bihar, UP, and some North-East states, allow 10 to 14 weeks.
Plan backwards from your visa appointment date. Italian consulate visa appointments fill up 6 to 8 weeks in advance in peak season. If your documents are not ready by the time your appointment comes up, you either miss the appointment or miss your intake.
